国际商事惯例推广与西部民族地区的对外开放——基于2010年国际贸易术语解释通则的分析

Promotion of International Commercial Usages and Opening-up in Western Minority Areas——Analysis Based on Incoterms 2010

随着我国东部地区产业向中西部加速转移,西部民族地区在参与国际分工、提升内陆开放型经济和沿边开放水平等方面进入了黄金战略机遇期。国际商会《2010年国际贸易术语解释通则》(Incoterms 2010)的修订与生效不仅标志着这一国际商事惯例的重大发展,同时也对我国西部少数民族地区经济的跨越式发展产生深远的影响。本文首次将《Incoterms 2010》的重大变化与西部民族地区的对外开放进行关联分析,指出新版贸易术语解释通则的推广对于西部民族地区实现跨越式发展的重要作用。

With accelerated transfer of industry from Eastern China to Mid-western China, the Western minority areas has entered a golden period of strategic opportunities in participating international division of labor, upgrading open economy of inland areas and opening up. ICC （The International Chamber of Commerce） made a revision to the ＂Incoterms 2010＂ （International Rules for the Interpretation of Trade Terms 2010 ） and put it into effect, which not only marks a significant development of international commercial usages, but also has profound influence on the economic development in the Western minority areas. The paper makes a study of the relation between the changes of Incoterms 2010 and the opening up in Western ethnic areas and points out the important role of promoting the new rules to realize a great-leap-forward development of the Western minority areas.
