北京市消毒产品卫生监督人力资源配置状况及公平性研究

A STUDY ON DISTRIBUTION AND EQUITY OF HUMAN RESOURCES FOR DISINFECTION PRODUCT-HEALTH SUPERVISION IN BEIJING

目的评价北京市消毒产品卫生监督人力资源配置状况及公平性,为科学配置卫生监督人力资源提供参考。方法运用基尼系数法和集中指数测量法,评价和描述北京市消毒产品卫生监督人力资源配置状况,比较该岗位人力资源公平性。结果北京市共有消毒产品卫生监督执法人员100名,平均年龄为37.67岁,53%为男性,47%为女性。北京市消毒产品卫生监督人力资源按人口分布的公平性基尼系数为0.097,城区为0.214,郊区为0.227。该岗位人力资源按地域面积分布的公平性基尼系数为0.497,城区为0.378,郊区为0.344。集中指数为-0.177。结论北京市消毒产品卫生监督人力资源在年龄、性别、学历、所学专业以及从事卫生监督执法工作年限方面均有较好的配置,但应进一步提高该岗位人力资源地理分布的公平性。

t Objective To evaluate disinfection product -health supervisors＇ distribution and its equity in Beijing, and propose appropriate countermeasures that will provide formulate rational allocation of health policy Methods This research made descriptive and evaluative analysis on disinfection product - health supervisor＇s distribution, compared and measured the equity of human resources for disinfection product - health inspection with indexes of the GINI coefficient and concentration index. Results There were totally 100 disinfection product - health supervisors in Beijing, the average age was 37. 67, the male rate was 53.00% ,female＇s was 47. 00%. The GINI coefficient of disinfection product - health supervisors in Beijing according to population distribution was 0. 097, and the GINI coefficient of urban area was 0. 214, the GINI coefficient of suburban area was 0. 227. The GINI coefficient according to land area distribution was 0. 497, and the GINI coefficient of urban area was 0. 378, the GINI coefficient of suburban area was 0. 344. The GINI coefficient according to financial circumstance（average per person GDP） was -0. 177. Conclusion According to age, gender, educational background, special field of study, working years, there was a good distribution of human resources for disinfection product - health supervision in Beijing. However, the equity according to land area should be improved.
