摘要
由于公职人员福利制度不健全、行政垄断大量存在、违规成本偏低以及监督制约机制缺失等原因,使得隐性福利广泛存在于我国公共部门。隐性福利的泛滥会导致收入分配不公、破坏社会公平、形成分利集团、造成国有资产流失和损害政府部门公信力等严重后果。国家应该采取一系列措施,如完善公职人员福利制度、打破行政垄断、加大对隐性福利问题的惩罚力度和发展现代民主政治等,以改变当前隐性福利泛滥的现状,从而促进社会的和谐与发展。
Due to the civil servants welfare system is not sound,administrative monopoly is abundant,low violation cost and lack of supervision and restriction mechanism,lead to the intangible welfare widely consist in our country’s public sector.Prevalence of the intangible welfare will lead to some serious consequences,such as unfair distribution,undermine social fairness,formation benefiting group,result in the loss of state-owned assets and damage the government's credibility and so on.The Country should take a series of measures,such as improve the system of civil servants welfare,break administrative monopoly,and increase penalties for the intangible welfare issues and develop modern democratic politics etc.,to change the current situation of the prevalence of intangible benefits,so as to promote social harmony and development.
