基于总量和强度“双控”的能源结构优化研究

Study on Optimization of Energy Structure Based on “Double Control” of Quantity and Intensity

从能源强度控制到强度总量"双控"是我国解决能源问题的必然选择,也是积极应对气候变化的必由之路。本文阐述了我国实施能源总量和强度"双控"的重要性和必要性,并且结合国内外实施能源"双控"和能源结构优化实践经验,依据对我国未来能源需求量的预测和分析,提出实现我国能源总量和强度"双控"目标的路径与方法。

Instead of the energy intensity control, ＂double control＂ of quantity and intensity is the inevitable choice of solving the energy problem in our country, which is also the way we must take to respond to climate change actively. This paper expounds the importance and necessity of the implementation of ＂double control＂ based on quantity and intensity in China, and combined with the domestic and international energy structure optimization and practice experience based on ＂＇double control＂. And according to the forecast and analysis of China＇s future energy demand, we put forward ways and methods to realize the ＂double control＂ target of China.
