从省级科学院的科研实力(科技力量、科研经费、科研产出、经费投入产出、人员投入产出)、科研影响力(主要贡献产出所占比例、产出占地方产出比例、高水平产出期刊影响因子分布、高水平产出引用分布、项目来源等)、科研发展趋势与优势(优势与潜力学科、团体、个人)以及省级科学院的区域贡献(已转化科技成果数量、企业数量、经营收入、技术服务收入)等角度建立操作性强的适合非国家级科研机构的科技竞争力评估指标体系及评估方法。

This paper establishes method suitable for Provincial Academy a feasible science and technology competitiveness evaluation index system and of Sciences. This system includes research abilities of Provincial Academy of Sciences （staff composition, research funds and output, financial and staff input/output ratio） , research impact （main eontrihution output percentage, regional contribution output percentage, high level journal impact factor ＆ citation, project foundation etc. ）, and research trends and advantages （advantageous and potential fields, top output group ＆ person）, contribution to regional technology （transfinTnation of scientific ＆ technological achievements, amount of enterprises, operation revenue, technical service revenue）.
