In the early 1990s, Russian nongovernmental higher education revived after over 7 decades of dis- continuity, disrupting traditional Russian higher education system, making Russian higher education transform from total national monopolization to market system operation. Now nongovernmental higher education has become a part of higher education system. This essay reviews the 20 years＇ development of nongovernmental higher educa- tion, summarizes the educational[ experience of nongovernmental universities, and provides an essential evaluation of the 20 years＇ development of nongovernmental higher education.
