摘要
最低工资制度作为缓解劳资矛盾的政策措施之一,其建立与否以及最低工资标准制定的是否合理一直都是国内学者争论的焦点问题。通过定量分析最低工资制度对各省市自治区失业率的政策效果,研究显示,部分省份的最低工资对失业率产生影响,而大部分省份最低工资对失业率不显著。若最低工资标准维持在社会平均工资的30%时,既能保障劳动者的基本生活需要,同时还能降低劳动力市场的失业率。
Minimum wage system is a political measure to alleviate conflicts between employers and employees. It has always been an academic focus that whether to establish such minimum wage system and its rationality. By quantitative analysis,this article researches effects of minimum wage system to unemployment rate in different areas of China. The result shows that for some provinces, minimum wage does effect unemployment rate, but for most provinces, effect of minimum wage to unemployment rate is not significant. If minimum wage is no lower than 30% of social average wage,it cannot only protect the basic living standard of employees, but also lower unemployment rate of labor market.
