跨省流域生态补偿的理论基础与深化思路

从环境价值理论和外部效应内在化理论的实践运用、促进区域经济社会协调发展以及实现生态文明建设目标等方面揭示了本研究的现实背景和指导意义,对国内外文献作出总体评述,认为流域生态补偿作为生态补偿学术领域的一个分支,国内外学者无论是在理论基础、价值化分析方面,还是在实践模式等方面都进行了一定的研究,但从总体上看还处于探索阶段。本文希望在跨省流域生态补偿机制建设和推动试点工作开展的对策建议上有所突破:阐释其理论深化的基本思路和主要方法,界定跨界大型流域生态补偿、跨省中型流域生态补偿、城市饮用水源地生态补偿为研究的区域重点,提出理论进一步拓展的大致框架和创新之处。

From the aspects of the practical application of environmental value theory and externality internalization theory, the promotion of harmonious development of regional economy and society, and the realization of the goal of ecological civilization con- struction, this paper reveals the research background and significance, makes general comments on literatures at home and abroad, and believes that researches have been conducted on river basin ecological compensation, as a branch of the eco- logical compensation field, by domestic and foreign scholars, whether in theoretical analysis, value analysis, or practical mode, which is still on the whole in the exploratory stage. The paper tries to make some breakthroughs in countermeasures of the ecological compensation mechanism construction of inter - provincial river basin and the promotion of the pilot work, in- eluding the explanation of the basic idea and methods of deepening the theory, the definition of the areas for ecological compensations of large and medium - sized interprovincial river basins and city drinking water source, and finally puts forward the theory of further expansion of the general framework and innovations.
