高职院校实施院系二级管理的探索与思考——以天津滨海职业学院为例

现阶段高职院校办学模式、管理机制的改革与创新,是高职教育发展过程中所面对的重大课题,该文以天津滨海职业学院管理体制的改革实践为例,运用积累规范与变革规范相统一的研究方法,探索、总结了实行院系二级管理的成功经验和基本规律,所概括的运行模式和操作方法,对于推动高职院校内部体制改革的科学化进程,提高办学的整体管理水平,有着较为重要的意义。

Vocational education is facing a major issue on the reform and innovation in the college operating mode and management mechanism at present.With an innovative practice in Tianjin Binhai Vocational College,the article explores and summarizes the successful experience and basic rules in the implementation of college-department management through a research method of uniting accumulated norms with changing norms.The operating mode and the operation practice outlined bears great significance in scientifically promoting the internal reform and improving the overall management in vocational colleges.
