中国工程项目管理体系建设与改革方案探讨

The research of the construction and reform plan for the Engineering Project Management System in China

工程项目投资在固定资产投资和国民经济中占据主体地位。通过对中国工程管理实践的调查及理论和法律文献研究,发现了中国工程项目管理体系存在着紊态治理问题,这一问题是导致社会腐败的主因。本文提出在国家法律法规治理下,建立以建设单位为管理中心、设计单位为技术服务咨询主体、监理单位为全过程目标管理及执法监管主体、施工单位为完整责任施工主体、第三方检测机构和其他咨询单位为辅助、行业行政监督机构及其专家系统为信用评价管理主体、拥有规范的主体组织模式、建设程序和办事流程的中国工程项目管理体系的改革目标和措施。

The engineering project investment occupies subject position in fixed asset investment and national economy. Base on investigation on practice of engineering roject management ,management theory study and literature research in laws,the article analyses the turbulent management problems in the project management system in China. These problems are the major causes wich are leading to social corruption and the low level of management. Then the artcle gives a target program for the reform of the project management system in China is to construct a Multi management integrated system that under the rule of low, makes the investors （constuct clinet） as the Construction Manage core, the designer as the technology consulting services protagonist, the supervision company as the leading role of target management and supervision of law enforcement, build companies as full liability build protagonist, the third testing agencies and other advisory units as the auxiliary bodies, Industry administrative supervision mechanism and expert systems as Credit evaluation and management subject. This system should has normative main body organization mode, construction procedure and work fiow. In the end gives reform measures to build a new Project Management System in China.
