我国体育社团改革的原因与建议

The Causes and Suggestions of the Reform of Sports Associations in China

传统体育社团发展中存在的"政事不分""事社不分""社社分离"和"社民分离"等是推动我国体育社团改革的内因,而社会组织结构和消费结构的转变是推动我国体育社团改革的外因。建议:通过法律的形式明晰体育社团的性质与职能;通过约束性文件界定体育社团主管单位的权责;分类、分步骤地推进体育社团的实体化进程;加强体育社团的人力与组织建设;构建完善的体育社团评估体系。

The mixture of administration and affairs between government and sports associations is the internal cause, while the change of social organization and consumption structure is the external cause for the reform of China＇ s sports associations. The study suggested that the power and function of the associations should be defined in laws and the responsibilities of the authorities should be clearly divided in documents. Sports associations should be classified step by step and then put them to the society. In addition, human and organization construction should be improved, and assessment system should be established as well.
