高校突发事件应对处理机制问题研究

近年来,突发事件并不鲜见,不少社会上的突发事件直接或间接蔓延至高校,不同程度上对学生人身安全造成威胁、对正常教学秩序造成干扰。构建高校突发事件应对机制,应深入分析成因,结合实际,从高校突发事件的前、中、后三个阶段相应建立机制,做到事前预警、事中应急处理及事后评估总结。

In recent years, the emergency happens occasionally, and has become one of the problems which cannot be ignored in our society. Meanwhile, in modem society, many social emergencies spread di- rectly to the colleges and universities, some happening in the universities. All these, in varying degrees, threat students＇personal safety, cause interference to the normal teaching and have negative effect on the repu- tation and image of the colleges and universities. In order to build the framework of the emergency coping mechanism in colleges and universities, we should start from the concept of emergency in colleges and univer- sities, then analyze the causes, combine with the reality and build the coping mechanism mainly of three sta- ges - early warning before the emergency, emergency processing during the event and timely evaluation and summary after the event.
