体制改革背景下编研中心发展的探索与思考--写在南京市城市规划编制研究中心成立10周年之际

EXPLORATION AND REFLECTIONS ON THE DEVELOPMENT OF URBAN PLANNING AND RESEARCH CENTER UNDER CHINA'S SYSTEM REFORM:A CASE STUDY ON NANJING

适应我国行政管理体制和市场经济体制改革的深化,城乡规划行业亟待在规划编制、研究和组织管理等方面加快提升和创新,以有效服务于规划实施管理和现实发展需要。特别是在政府职能转变和公共服务型政府建设背景下,更需要一支特定的公共性编研机构为政府提供优质高效、快捷适时、公益性的规划技术服务。对此,编研中心作为除行政、学术以及市场力量外的"第四支队伍",大有可为。本文在回顾南京编研中心发展历程并解析存在问题的基础上,明确未来发展定位和近期工作重点,并就未来全国编研中心行业的发展提出若干建议,以期对今后城乡规划行业的改革和创新有所参考。

As China＇s reforms on administrative system and market-oriented economy system deepen, the urban-rural planning industry should renovate and improve itself in terms of planning compilation, research, organization, and management, so as to meet the needs of planning implementation and practical development. In particular, in the transformation of governmental functions and the building of a public service- oriented government, a public institute of planning compilation and research is needed to provide efficient, fast, and non-profit services for the government. In this context, the urban planning and research center can make a difference as the fourth troop following the administrative, academic, and market forces. By reviewing the development history of Nanjing Urban Planning and Research Center, this paper analyzes the existing problems and identifies the future orientation as well as the recent focuses. It also proposes some suggestions on the development of the national urban planning and research centers, in the hope of providing reference for further reforms and innovations on China＇s urban-rural planning.
