三湾改编和古田会议两次事件是人民军队历史上标志性且具有重要意义的事件。从“三湾改编”到“古田会议”党对军队的绝对领导权逐步确立，对俘虏工作也从无到有，新型人民军队从此确立起来。我军民主工作在这一时期初步尝试并逐步发展。
