阐述了改革开放以来,我国煤炭进出口政策经历了"以出养进"到"刺激出口"的具体过程,以及目前煤炭进出口政策环境已发生的变化。认为煤炭进出口政策应与时俱进,及时调整。

Since the reform and opening-up, Chinese coal import and export policy had experienced from ＂export-maintain- ing-export＂ to ＂encouraged export＂ . At present, the environment of the coal import and export policy had varied. The pa- per held that the coal import and export policy should keep the pace with the time and should be adjusted timely.
