From a view of the investor with the proportion of the mine stock rights, the paper analyzed the different mine de- velopment management mode possibly established and each advantages and disadvantages and the appropriate conditions. Based on the circumstances, the paper studied the safety responsibility born by the investor after a mine fatality accident occurred when different mode applied in order to provide a beneficial guidance to the safety management work of the coal enterprises.
