摘要
流动就业人口医保转移接续受多方面因素影响,本文提出医保制度相似性假设,认为医保制度(类型)越相似,转移接续越可行。本文建立了一个理论分析框架,对西南地区地级市的三大医保制度和医保转移接续政策进行描述和比较分析,证明了医保制度差异和转移接续之间具有密切关系,各地之间城职保的差异最小,医保转移接续政策整体围绕着城职保展开。
Portability of health insurance for migrant workers is affected by multiple factors.This article proposed the hypothesis that the more similar health insurance schemes are,the more portable health insurance is.The paper built a theoretical framework to describe and analyze the three health insurance schemes of cities of south west China.The relationship between similarity and portabihty of health insurance was proved to be very close.Variances between urban employee basic health insurance of different regions are the most smallest,and portability policy of health insurance was mainly design and implement within urban employee basic health insurance.
