政道与治道:中国政治发展路径选择之辨

在中国政治发展的路径选择上存在着政道民主与治道民主的两种主张,前者是对来自西方社会的民主实践观察基础之上的理论研判,后者是基于中国政治国情的现实选择。虽然没有形成大规模的理论争论,这两种主张却形成了事实上的争辩,对于中国的政治改革有着重大的影响,因此需要对中国政治的发展是遵循政道民主的路线还是治道民主的路线作出审慎的理论辨识。中国的政治发展是一种渐进式制度变迁,有其内在的结构特征,治道民主因其与中国基本政治构架具有兼容性、安全性的特点,因此符合中国政治改革的要求。当下,中国的政治发展需要走治道民主之路,治道民主是中国政治变革的起点选择。

There are two opinions on the choice of ways about Chinese political development,which are political democracy way and governance democracy way.The former is a theoretical judgment based on observation of western democracy practice,the latter is a realistic choice based on national politics conditions of china.These two opinions influence Chinese political development significantly,so it is very necessary to make a deliberative theoretical identification between political democracy way and governance democracy way.Chinese political development is a gradual institution change with inherent structure characteristic.Because governance democracy way is compatible and safety with Chinese basic political institution, so it is fit for Chinese political reform.Now,governance democracy way is fit for Chinese political development,and is a starting point of Chinese political reform.
