公共投资能缩小城乡收入差距吗?——基于省级面板数据的经验研究

Can Public Investment Narrow the Income Gap between Urban and Rural Residents?

本文就投资的去向将公共投资分为四大类,采用省级面板数据进行经验分析发现,公共投资并非都能缩小城乡收入差距,公共基础设施投资和社会服务类公共投资可以缩小城乡收入差距,但教育科技和其他公共投资趋向于扩大城乡收入差距。文章还对东、中、西部三大区域进行经验分析,发现除了一些细小差距之外,结论大体相同。文章在经验分析的基础上提出相应的建议。

This paper can be divided into four categories based by the usefulness of public investment,and finds that not all public investment can narrow the income gap between urban and rural residents through empirical analysis of using provincial panel data,the public investment in infrastructure investment and social service can narrow the income gap between urban and rural residents,but the education of science and technology and other public investments tend to enlarge the income gap between urban and rural residents.The article also make approximately same conclusion through empirical analysis in the eastern,central and western,except for some small gap.Based on the empirical analysis,the article put forward the corresponding proposal.
