摘要
20世纪90年代末,陆管局针对多行业、多专业的自身特点,策划了"分步、分批、先易后难,先小后大"滚动式贯标方案。采取分步实施体系认证,并且根据市场对各行业的竟争需求,分别实施了单体系贯标(质量管理体系)和多体系(质量、环境、职业健康安全管理体系)贯标,从而逐步实现了全局全方位的贯标。总结回顾了各阶段贯标工作所取得的成绩,对存在的制约单位发展的一些深层次问题提出了下一步改革的工作思路。
In the end of 1990s, the roll - type implementing standards scheme characterized as " multi - step and multi - batch, from easy to difficult, from small to large" was proposed by the Bureau of Lushui Experimental Hydropower Complex Man- agement according to its own features of various fields. Following the principles of stepped management system certification, and considering the competition demands of different industries, implementing standards for single system ( quality management sys- tem) and implementing standards for multiple systems (such as quality management, environment management, occupational health management) were carried out respectively, therefore gradually realizing an overall and comprehensive implementation of standards. We review the implementing standards work in all stages, and the latent problems that restrict the development of the bureau are analyzed and the working ideas for further reform are suggested.
