陆水水库防汛抗旱工作的实践与认识

Practice and thinking of flood control and drought fighting of Lushui Reservoir

陆水属山溪性河流,洪水陡涨陡落,汇流时间极短。陆水水库地理位置特殊,水库下游紧临京广铁路,且水库防洪库容小,调洪能力差,加之上下游防洪标准不一致以及下游河道行洪能力不足,给水库的防洪调度带来了很大难度。侧重从防汛基础设施建设、防汛抗旱工作实施情况、防汛抗旱调度等方面,对陆水水库历年防汛抗旱工作进行了总结,可为今后更好地做好防汛抗旱工作提供借鉴与参考。

The Lushui River is a mountainous stream that is characterized by abrupt fluctuation of flood level and fast flow con- vergence. Correspondingly, the Lushui Reservoir, closely adjacent to Beijing- Guangzhou Railway and with small flood control capacity and low regulation capacity, is confronted with great difficulty in flood control regulation due to different flood control standards of upstream and downstream reaches as well as insufficient downstream flood diversion. We review the flood control and drought fighting work of Lushui Reservoir from the aspects of the infrastructure construction for flood control, and the implementa- tion and regulation of flood control and drought fighting in history.
