依法行政是依法治国的核心和关键所在,全面推进水利综合执法,是水利改革发展的重要保障,开展水利综合执法,重点在于健全执法体制机制,加强队伍建设,落实执法保障,规范执法行为,加大执法力度,强化执法监督。在分析水利行政执法主要问题的基础上,提出了正确处理综合执法与联合执法的关系、加强队伍建设、落实执法保障、强化执法监督等对策与建议,力求全面推进水利综合执法。

Legal administration is a core and key to the principle of running a country according to law. Overall promotion of comprehensive law enforcement for water conservancy is a significant guarantee for water conservancy reform and development. The emphasis of law enforcement lies in the sound mechanisms, enhancement of the team construction, strengthening the supervi- sion, as well as implementation of the enforcement guarantees and standardization of the activities. On the basis of analyzing the key issues of administrative law enforcement in water industry, the paper presents several countermeasures and suggestions inclu- ding the correct way to handle the relationship between comprehensive law enforcement and joint law enforcement, improvement of team construction and supervision, as well as implementation of law enforcement guarantees, so as to promote the comprehensive law enforcement for water conservancy in an all - round way.
