本文通过对国有企业经营者、所有者责权利现存问题进行分析 ,提出解决这些问题的对策。并据此建立了一个分配模型 ,以反映经营者、所有者承担的风险和应获得的收益 。

Based on the discussions of the rights,obligations and benefits of the operators and owners of the state-owned enterprises.This article puts forward the suggestions to deal with the problems and form a distribution model which reflects the risks the operators and owners should undertake and the benefits they should obtain.This article focuses on advice to the reform of the stated-owned enterprises.
