摘要
高等教育质量评估是对高校的教学和科研过程与结果的价值判断活动,具有主体多元等特点.当前中国在高等教育评估主体建设方面存在单一化发展的瓶颈.明确评估主体的分工,促进多元化建设是构建新时期我国高等教育质量保障体系的前提和基本要求.荷兰的高等教育形成了比较完备的评估与认证质量保障体制,其多元化的质量保障主体以及运作模式对于完善我国高等教育评估主体结构,构建行之有效的质量保障体系具有借鉴意义.
Designed to assess the quality of teaching and scientific research, the quality evaluation of higher education is a kind of value judgment featuring subject pluralism. To redefine the role of Evaluation subjects and promote pluralism is a basic requirement of constructing a new quality assurance system of higher education in China. Netherland has developed a relatively complete quality assurance system, of which the plural evaluation subjects and their operation stands as a good example for China to optimize the structure of higher education evaluation subjects and build up a effective quality assurance system.
