改革的过程是对利益分配格局进行调整的过程 ,不同社会阶层和成员从改革中获取的利益必然有损益之分和大小之别。为了推动改革的顺利进行 ,有必要对改革受损者进行一些补偿。中国改革在推进过程中对受损者进行的补偿存在着某些错位 ,这是改革在目前面临重重困难的主要原因所在。

Reform is a process of adjusting the pattern of distributing interest. Social classes and individuals either gain or lose in this interest distribution during the reform. As for those who gain, there exist differences in terms of proportion. In order to make reform advance smoothly, it is quite necessary to compensate to those who lose. Yet there are some mal-positions while compensating losers during the process of reform. This is a major reason why China's reform encounters so many difficulties.
