中缅边境地区云南段“三非”人员管理及应对

Problems of "Three- illegal" Foreigners on China- Myanmar Border of Yunnan And Countermeasures

为维护中国境内边境地区的稳定和国家利益,需要加强对边境地区执法管理。中缅边境地区"三非"人员的管理和研究是一项重要的工作。在中缅边境地区云南段,"三非"人员的形成具有历史与现实的因素,中国警务及相关部门应强化对"三非"人员形成的原因和影响分析;同时,应结合实际中的诸多条件,采取相应措施强化对这一人群的管理。

For maintaining border stability and national interest of China, border area law enforcement management shall be enhanced. It＇s an important job to manage and conduct research on ＂three illegals＂ （ illegal entry; illegal work; and illegal overstays） foreigner on the China-Myanmar border. There are historical and realistic factors which lead to this problem. Public security organs and relevant organizations shall empha- sis on analyzing reasons and influence of the ＂three illegals＂. Meanwhile, it shall enhance corresponding man- agement over this population by referring to various conditions.
