中国政府引渡审判湄公河案中九名泰国军人的可能性分析

Probability Analysis on Extradition and Judgment on Nine Thai Soldiers Involved in Mekong River Massacre

震惊中外的10.5湄公河案中的犯罪嫌疑人由两部分组成,分别为以糯康为首的缅甸籍罪犯及九名泰国军人。2013年3月1日云南省昆明市中级人民法院对缅甸籍被告人糯康等4人的死刑执行完毕,标志着本案部分告破。而杀害中国船员的九名泰国不法军人至今逍遥法外。泰国官方至今尚未明确最终惩处结果。本文简要回顾湄公河案情,详细对中国政府据理力争惩处九名泰国军人的可能性进行分析,呼吁中国政府重视对九名泰国军人的引渡惩处,积极开展外交、国际执法、司法等多方工作,最终实现案件完整意义告捷,切实维护中国公民人身权利及国际尊严。

Suspects involved in the Mekong River Massacre which ,has shocked the whole world are composed by two parts, namely the Burmese criminals led by Naw Kham, and nine Thai soldiers. On March 1st 2013, along with the execution of death penalty on 4 Burmese criminals including Naw Kham by the Intermediate People＇s Court of Kunming, it somewhat brings an end to this case, However, the nine Thai soldiers who killed Chinese crew still get away with murder. Thailand has not given any official response on dealing with them. This essay has briefly introduced the Mekong River Massacre, and elaborates on probability of extradi- tion of nine Thai soldiers based on reasonable claim put forward by the Chinese government. It suggests that Chinese government shall emphasize on claiming for extradition of the soldiers by truing to diplomatic way, in- tenaational law enforcement and justice. The ultimate goal is to bring a full mark to this case and protect hu- man rights and dignity of Chinese citizens .
