我国“城中村”改造的社会稳定分析——以昆明市“城中村”改造为例

Analysis on Social Stability in Process of Urban Village Reconstruction——Based on Example of Urban Village Reconstruction in Kunming

我国现阶段在推进城市化进程中,"城中村"改造遇到了前所未有的困境,以昆明市"城中村"改造为例,可概括为:一是"城中村"改造中存在影响社会稳定的问题;二是"城中村"改造中影响社会稳定的风险因素;三是"城中村"改造中维稳的思路与对策。"城中村"改造是城市发展中不可回避的问题,我们只有本着以人为本,坚持发展、稳定一起抓,坚持统筹考虑、综合治理,才能将可能发生和已经发生的影响社会稳定的因素遏制住,有效推进"城中村"改造工作的进程。

The reform and open-up policy in China has made remarkable achievement within more than 3 decades. In the process of urbanization, reconstruction of ＂Urban villages＂ is facing unprecedented problems. Taking this work in Kunming as an example, problems can be concluded as following： first, problems which will effect social stability; second, risks which may effect social stability; third, strategy and measures on sta- bility maintaining used in the reconstruction. Urban village reconstruction is an inevitable issue in city devel- opment. We must hold on to people oriented policies, balance the relation between development and stability, and insist to comprehensive measures and treatments. Thus, the existing problems and potential risks to social stability can be kept under control, and the process of urban village reconstruction can be actively carried on.
