要解决"三农"问题,就必须推进城乡发展一体化;而要推进城乡发展一体化,就必须加大城市反哺农村的力度,并强化城市辐射功能,强化政府服务职能,强化财政刚性投入。同时还要加快城乡一体化的互动力度,并通过构建城乡布局链接、城乡产业链接、城乡人口互动、城乡生态互动等机制,实现合理安排,科学发展,以让农村真正走上与城镇一体化发展的轨道。
