土地整治中农民权益保护问题分析及对策——以安徽省全椒县为例

Analysis on and Countermeasures of Farmer's Right Protection in Land Reclamation

土地整治是提高耕地利用率、发展现代农业、缓解建设用地需求与保护耕地红线矛盾的一种有效措施。但在土地整治过程中,存在着不少问题,如宅基地置换补偿机制不合理、农村保障制度不完善、农民参与监督土地整治的意识不强等都影响着农民权益的实现。通过让农民分享土地置换后增值收益、建立并完善城乡一体化的社会保障制度和农民利益表达机制以及加大财务公开力度等措施,能更有效的保护农民利益。

Land reclamation is an effective measure to enhance the land utilization, develop modern agricul- ture, and mitigate the contradiction between the construction [and demand and the re＆line of the arable land protection. However, there are some problems in land reclamation, for example, unreasonable com- pensation mechanism of homestead replacement, imperfect rural security system, weak awareness of famr- er^s supervision over land reclamation, which affect the realization of farmer＇s right. In order to protect farmer＇s interest, measures should be taken to establish and perfect the integration of urban and rural so- cial security system and farmer＇s interest expression mechanism, increase financial exposure efforts so that the farmers can share land increment revenues.
