摘要
介绍重庆市公租房PIPP模式的基本框架与具体运作流程,探讨PIPP(政府部门—中间组织—私人机构)模式在重庆市公租房保障体系中的应用,论证公租房在建设与运营中采取PIPP模式的必要性及可行性。
The paper is based on the original PPP （PPP） financing mode, with intermediate organiza- tion as the hinge of new public-private cooperation, namely PIPP （ Public-Intermediary-Private Partner- ships） mode. The paper discusses the mode of using in Chongqing＇ s public rental housing system, argues the necessity and the feasibility in public rental housing to take of PIPP mode, and proposes the basic framework and concrete operation process of PIPP model which suits Chongqing＇ s public rental housing financing.
