我国地方行政层级改革的历史借鉴与启示

The Historical Reference and Enlightenment from the Reform of Local Administrative Levels in China

从我国历史来看,随着朝代更改我国历史上管理体制不断变动,但行政层级仍以三级制为主;从世界各国地方层级设置来看,以二级制与三级制为主,极少有国家实行四级制。借鉴我国历史以及西方发达国家地方行政层级设置经验表明:经济发展是决定行政区划和行政层级划分的主要因素;地方政府行政层级保持在二级制或三级制为宜;法律法规的制度性支持是行政管理体制改革成功的基础。

Viewing from the history of China, the management system has been changing along with the change of dynasties in Chinese history, whereas, the three-tier system still occupied the key role in the administrative hierarchy. As for the local level set of foreign countries, they mainly turn to the two-tier and three-tier system, quite few countries implement four-tier system. Drawing lessons from both the history of China and the experience of local administrative levels set of the developed western countries, we find out that the economic development is the key factor in administrative division and administrative hierarchy division; it is appropriate for local government administrative hierarchy to remain the two-tier and three-tier system; what＇s more, the system support of laws and regulations is the foundation of the administrative management system reform.
