合同能源管理作为一种新型的市场化节能机制,其实质是以减少的能源费用来支付节能项目全部成本的节能业务方式,它不仅为节能各参与方创造大量的经济效益,还带来显著的环境与社会效益。在山西建设国家综合配套改革试验区的进程中,若能提高对合同能源管理的重视和促进这种富有效率的专业化节能服务机制发展,将对解决山西资源型经济转型中工业新型化、城乡一体化、资源合理开发利用、生态环境治理等一系列问题发挥积极作用,为山西经济发展方式的转变特别是资源型地区的可持续发展提供重要制度支持。

Energy Performance Contracting （EPC） is a new market -oriented energy -saving mechanism. Its an energy - saving operational modalities to use the costs of reduce energy to pay for the full cost of energy - saving projects. EPC not only bring many benefits for all stakeholders, but also bring significant environmental and social benefits. In the process of construction naional resource type economic transition overall reforming testing area of Shanxi Province, if we pay more attention to EPC, and romote its development, it will play an active role in solving many problems,for example, new industrialization, urban - rural integration, resource exploitation, environmental governance. EPC will provide important support in change of development mode and sustainable development of Shanxi Province.
