资源型县域经济转型迫在眉睫,其制约要素集中在三点:一是土地,二是资金,三是科技。根据山西省国家资源型经济转型综合配套改革试验区省级试点县灵石县的金融创新工作实践,结合县域经济的科学发展趋势,总结培育和建设资本市场的可行性思路和办法,在解决资源型县域经济转型的基础上,对助推综改工作、解决"三农"问题以及破解基层社会贫富分化也有实际意义。

The transformation of resources -mode economy in the county regions, which is urgent to be carried out, has three main limitations： lacking in land, fund, and technology. Based on the innovative financial practice of the Lingshi county, the county of provincial experiment for the comprehensive reformation in the transformation of the resources - mode economy, combined with the scientific development trend of county economy, we have made up the workable ways to raise and build capital market, which has a practical significance for promoting the compre- hensive reform, solving the issues comcerning agriculture, country and peasant problem and narrowing the gap be- tween the rich and the poor.
