新中国成立后的头三年,习仲勋主政西北地区。他在努力完成西北民主革命遗留任务的同时,致力于西北地区的经济建设,带领广大群众发展生产,平抑物价,实现了西北地区财政经济状况的基本好转。在制订西北地区经济建设计划、恢复和发展西北国民经济的过程中,习仲勋注重抓好农业生产、畜牧业发展、植树造林、铁路建设等基础性工作,大力改善人民生产生活条件,使西北地区的经济社会面貌发生了深刻变化,实现了他"当好西北人民的忠诚勤务员"的庄严承诺。

In the process of the formulation of economic construction programs and the rehabilitation and development of the national economy in the northwest region, Xi Zhongxun paid attention to grasp agricultural production, livestock husbandry development, afforestation, railway construction and other infrastructure works, vigorously improved the people＇ s production and living conditions, which made the economic and social situations of the northwest region undergo profound changes and realized his solemn commitment of ＂being a loyal servants of the northwest people＂.
