摘要
2011年12月,浙江省启动了以"药品零差率"为核心的县级公立医院综合改革。一年来,"以药养医"体制被彻底破除,那么"以药腐医"的医药购销商业贿赂是否一并得到有效遏制?针对这个问题,笔者从公立医院改革实行的药品零差率入手,分析目前医院医药购销商业贿赂的现状及成因,提出了现阶段治理医院医药购销领域商业贿赂的几点对策。
Since December 2011,Zhejiang province has initiated reforms in county-level public hospitals that centered on ＂zero mark-up for drugs＂.Over this year,the former system of covering hospital expenses with medicine revenue was completely broken down.However,were the commercial briberies that corrupted the medical system also contained in the reforms？ In response to the question,the author discusses the ＂zero mark-up＂ policy,analyzes the status quo and reasons of commercial briberies in the purchases and sales of hospital medicine,and proposes several countermeasures to the bribery issues.
