管理提升托起质量效益

摘要 根据国务院国资委的统一部署,从去年上半年开始,石油石化企业开展了以"强基固本、控制风险,转型升级、保值增值,做强做优、科学发展"为主题的"管理提升"活动。我们应该明白,管理提升不是目的,而是手段。通过管理提升,最终目标是促进央企发展质量的改善和效益水平的提高。中国石油认真响应国资委的部署,积极推动管理提升。今年的中国石油天然气集团公司领导干部会议上,周吉平董事长明确指出:"要深化管理提升,推动科学管理上水平。管理提升是提升质量效益的一项长期战略任务。要及时总结管理提升活动成果,以标准、制度和流程体系加以固化,对照世界先进水平全面加强对标工作。全过程、全要素、全方位深化精细化管理,建立管理提升长效机制,整体管理水平努力进入国际大石油公司前列。" According to the state-owned assets supervision and administration commission of the state council’s unif ied deployment, starting in the first half of last year, petroleum and petrochemical enterprise conducted by 'Strong base solid this, control risk, the value, the transformation and upgrading, to do better, scientific development' as the theme of 'management improvement' activity. We should understand, management improvement is not an end, but means. Through promotion management, the ultimate goal is to promote the improvement of the quality of state development and the improvement of efficiency. CNPC response SASAC’s deployment earnestly, actively promote the management improvement. This year, CNPC leading cadre conference, chairman Zhou jiping said explicitly pointed out: 'to deepen the management, and promote scientific management level. The management quality of ascension is to improve efficiency of a long-term strategic task. Summarizing the results of management promotion activities in time to be cured in standard, system and process system, control the world’s advanced level comprehensively strengthen for the job. The whole process, all elements, a full range of deepening the fine management, the establishment of long-term mechanism management to enhance the overall management level, efforts to enter the international oil companies to the forefront.'
