推进山区城镇化建设,必须深入落实科学发展观,实现小城镇的健康、可持续发展。目前小城镇建设规划滞后,管理体制不完善,定位不科学,资金短缺,人力资源缺乏,这些成为制约小城镇建设可持续发展的瓶颈。因此必须科学规划城镇化建设,完善管理体制,科学定位,建立多元化的投入机制,逐步完善人才发展的长效机制。

At present, due to the new bottlenecks such as planning lags of the small town construction, imperfect management system, non-scientific positioning, shortage of funds and lack of human resources, we must plan urbanization construction scientifically, perfect the management system, position scientifically, establish diversified investment mechanisms, and gradually perfect the long-term mechanism of talent development.
