摘要
基于数据包络分析(DEA)模型,以废水处理设施年度运行费用、工业污染源废水治理完成投资和城市环境基础设施建设污水处理投资为投入指标,以工业用水重复利用量、工业废水COD去除量和城市污水处理厂处理量为产出指标,利用2003—2010年我国26个地区的面板数据对湖北省废水治理效率进行评估。结果表明:2010年该省废水治理相对总效率比2003年提高53%;3项产出不足值变化情况基本一致,且具有可同步、均衡提升的特点。马奎斯特全要素生产率指数(Malmquist TFP)计算结果显示湖北省废水治理效率变化指数累积值为1.529,远大于废水治理技术变化指数累计值0.929,表明该省废水治理绩效提升的主导因素是优化了废水治理投入产出配置。
The efficiency of wastewater treatment in Hubei Province, China was analyzed using the data envelopment analysis (DEA) model. The model' s inputs included the annual expenditure for the operation of wastewater treatment equipment and the investment completed in pollution treatment of industrial wastewater and sewage treatment for urban environmental infrastructure construction, and its outputs included the quantity of industrial recycled water use, the amount of COD removed from industrial wastewater, and the quantity of wastewater treated in wastewater treatment plants. Panel data from 26 districts of China from 2003 to 2010 were employed. The results show that the CRS technical efficiency increased by 53% in 2010 compared with 2003. The deficiency of the three outputs varied consistently. The calculation result of the Malmquist TFP index shows that the cumulative value of the wastewater treatment efficiency change for Hubei Province was 1. 529, which was much higher than the cumulative value of the technical change (0. 929 ), indicating that the dominant factor in the improvement of the wastewater treatment efficiency was the optimized allocation of inputs and outputs.
