要改善油田石油专用设备管理,在投资策略方面应从规划、可行性分析、效益评价和设备选型着手,努力做好投资决策;从生产经营实际出发,在合理的时机下更新设备;对重大石油设备物资,应重点做好采购计划管理和价格管理;还要实施设备投资前期与后期反馈控制。在运行策略方面,应从设备配备、使用、操作者和现场管理者四方面做好设备的使用管理;以三级定期保养为主,强化润滑管理,坚持回场检查制度,努力构建TnPM管理模式;从修理方式、市场和质量方面做好设备的修理管理。在经济策略方面,应及时、准确地掌握设备运行的数据,建立经济决策的数据基础;合理选择经济评价方法,为经济投资决策提供理论支持;运用恰当的理论方法,为设备运行的经济策略提供依据。

To improve petroleum equipmem management, great efforts should be made in three strategies. In terms of investment strategy, it is necessary to work out investment decision starting with planning, feasibility analysis, ben- efit evaluation and equipment selection, to upgrade equipments in the reasonable occasion starting from actual opera- tion, to focus on purchasing plan and price management of major oil equipments and control earlier and later feedback from equipment investment. In terms of operation strategy, it is essential to complete usage management of the e- quipmems at four aspects of equipment selection and application, handlers and site managers, to strengthen lubrica- ting management with three--level scheduled maintenance taking the lead and continue to implement the censorship for returning equipments, and build TnPM management mode. In terms of economic strategy, it is essential to accu- rately grasp the information about equipment operation in time to establish data foundation for economic strategy, to properly select methodology of economic evaluation for supporting economic investment decision theoretically and ap- ply appropriate theoretical approach to guide economic strategy for equipment operation.
