对江汉油田改制企业帮扶支持的思考及建议

Thinking and Suggestion about Supporting Restructured Enterprises of Jianghan Oilfield

江汉油田改制企业存在着设备和技术落后、人员负担沉重、企业法人治理结构不规范、部分改制企业股权矛盾突出、油田内部市场支持保护乏力、改制企业外部环境较差、政府补贴不能到位、改制企业土地未作处置等问题。为此,支持和帮助改制企业,就要坚持长期支持关心原则,对改制企业提供政策支持和服务;要坚持"同等优先、市场化运作、合同化管理"原则,进一步加大市场扶持力度;要坚持互惠互利、共同发展原则,为改制企业创造良好的生产生活环境;要坚持属地化管理原则,监管指导改制企业依法规范运作;要遵循"谁主管、谁负责"原则,建立健全改制企业维稳责任体系。

In restructured enterprises of Jianghan oilfield, there are problems including outdated equipment and tech- nology, heavy personnel burden, nonstandard corporate governance structure, obvious stock rights conflict in some structured enterprises, feeble inside marketing support and prevention, poor external environment, no government subsidies in place and left--behind land. Therefore, supporting them requires upholding the principle of long--term support and concern to provide them with policy help and service, the principle of ＂equal priority, marketable opera- tion and contract--based management＂ to further increase market support, the principle of mutual benefit and mutu- al development to bring them nice enviroment for production and living, the principle of localized management to su- pervise and guide their standard operation according to the law and the principle of ＂ He who is in charge takes re- sponsibility＂ to establish and improve the responsibility system for their stability safeguard.
