摘要 江汉油田劳务派遣单位存在着分布散、不便于监督,用工单位承担了大量职责外的工作,服务质量参差不齐等问题。建立考评及退出机制能避免用工单位因派遣单位违法而承担连带责任,有利于维护和保障劳动者合法权益和切身利益,有利于促进派遣单位自身依法、规范、诚信经营。派遣单位考评机制的设计与推行应坚持统筹兼顾的基本原则。在机制推行过程中,采取分类指导、分步推进、稳妥实施的方式。考评项目包括招工审查及备案、劳动合同管理、社会保险申报及缴纳、劳动者人事档案建立及管理、服务质量与服务态度和工作人员及办公场所。 Scattered location of labor dispatching units of Jianghan Oilfield leads to the difficulty in monitoring them and also brings about some problems such as a lot of beyond--duty work undertaken by employing u- nits and uneven service quality. Establishing labor evaluation and withdi'awal mechanism can make ernplo ying units avoid joint liability for dispatching units breaking the law. It is in favor of safeguarding laborers' legitimate rights and immediate interests and ensuring that dispatching units work sincerely according to the law. The design and application of evaluation mechanism must follow the basic principle of all--round con- sideration. It is necessary to adopt the method of classification guidance, step--by step progress and prop- er implementation in the application of evaluation mechanism. Evaluation projects contain recruitment exam- ination and filing, labor contract management, social insurance declaration and payment, labourers' person- nel archives establishment and management, service quality and attitude as well as the staff and work place.
