近日,车牌发放问题被推到舆论的风口浪尖,无论政府采取车牌"摇号"或者车牌拍卖政策,都没有达到车牌有效配置的理想效果,反而出现买不到车牌"、天价车牌"等一系列问题。本文对两种车牌发放政策进行比较和剖析,指出各自政策的优缺点,试图为改良车牌发放政策,进而实现公共资源的优化配置提供合理化建议。

Recently distribution of license plate has become one of the hot issues, the government started to license-plate lottery or license plate auction, but not achieve the ideal effect, and in monopoly market conditions could not buy the license plate and a series of complex problems. This article carried on the analysis and comparison of two kinds of policies, pointed out the advantages and disadvantages of various policy the improvement of license plates issued, and put forward the effective suggestions of supply of license plate, so as to achieve the optimal allocation of public resources.
