对增加农民收入、缩小城乡差距的探讨

On Boosting Farmers' Income and Narrowing the Urban - Rural Gap

中央一号文件连续十年关注"三农"问题,提出以"城乡统筹"精神为建设农业农村的总方略,强调"三农"问题在中国的社会主义现代化时期"重中之重"的地位。但现实中仍存在农民绝对收入过低、城乡差距过大、城乡二元化体制突出等问题。解决上述问题应结合国家政策和当前农村的现状,从增加农民收入与缩小城乡差距两个方面入手,针对各自存在的问题提出相应解决措施,以探讨缩小贫富差距、解决收入分配不均的方法。

The Central Committee of the CPC have released No.1 documents on the issues of Rural Areas,Farmers and Agricultures for ten years in a row,proposing that urban and rural overall development be the principal strategy of developing agricultures and rural areas,emphasizing that the issues of Rural Areas,Farmers and Agricultures play a critical role in China＇s modernization period.On the other hand,however,there are still distinct problems like farmers＇ low income,deep urban-rural gap and the urban-rural duality system,etc..The paper points out that the problems should be solved by combining the state＇s policy and the current situation in rural areas,by working on two aspects of boosting farmers＇ income and narrowing urban-rural gap.
