摘要
生态文明建设是全面建成小康社会的基本要求,需要全民共同参与。从公众的生态意识逐渐增强和公众参与不足两个方面对公民参与生态文明建设的现状进行描述,进而从以政府为主导、以人为本、加大宣传力度、赋权予公众、完善生态文明建设机制、整合社区资源、加强组织建设与管理七个方面来探讨鼓励公民参与生态文明建设的对策。
Ecological civilization construction is a basic requirement of building a well-off society in an all-round way,and it requires the participation of general public.This article describes the status quo of public participation in the ecological civilization construction in two aspects:increasing public ecological consciousness and lack of public participation.It then discusses countermeasures to encourage public participation in ecological civilization construction in seven aspects,namely,the government-led participation,putting people first,enhancing publicity,empowering the public,improving the mechanism of ecological civilization construction,integrating community resources,and strengthening institutional construction and management,so as to improve the level of public participation and provide references for the construction of ecological civilization.
