摘要
伴随我国逐渐步入老龄化社会,养老问题日益受到社会各界的关注。在家庭养老功能弱化和机构养老发展不足的现实背景下,发展居家养老服务,是我国积极应对人口老龄化快速发展趋势的战略选择,也是我国破解巨大养老服务难题的根本出路。文章研究和探讨政府在居家养老服务体系中的角色和职能定位,并对我国居家养老模式的发展提出一些政策性建议。
China is entering into an aging society,and elderly care is attracting more and more social attentions.Under the context of weak home-based elderly care and lack of institutions for elderly care,developing home-based elderly care services is a strategic plan for China to take care of its fast growing aging population and the ultimate solution to address the difficulties in its elderly care.This article proposes some policy suggestions for the roles and functions of government in the home-based elderly care system.
