省属高校学术管理制度的问题与对策研究

Problems and Countermeasures on the Academic Management System about the Provincial Colleges and Universities

高校实现内涵式发展,需要遵循学术发展的内在规律,提升学术质量和教学质量。现实中,囿于学术力量薄弱,学术管理意识淡薄,学术管理组织不具备实质权力等因素,部分省属高校出现了学术管理权力过于集中、学术权力弱化、人情关系泛化等诸多问题。高校需要重视学术道德风气建设、建立刚性与柔性相结合的学术管理制度以及建立对学术管理过程的监督机制。

With the deep development of the higher education reform, colleges and universities should abide by the inherent law of the academic progress and improve the academic level and teaching quality in higher ed- ucation. Restricted by the factors, such as weakness of the academic strength, less awareness of academic management and the lack of the real right for academic management organization and so on, various problems emerge during the process of academic management in some provincial colleges and universities. The academic management power is excessively centralized. The academic authority tends to be inferior. The human relation- ships generalize. Colleges and universities should pay more attention to the construction of the academic morali- ty and atmosphere to build an academic management system combining rigidity and flexibility and establish a supervision mechanism for the process of the academic management.
