摘要
探索和建立作为加强经营者队伍建设前提条件的考核评价系统,必须同步地建立和完善四个相关的体制、机制:新的国有企业领导人员管理体制,符合市场经济规律的国有企业领导体制,符合竞争规则的国有企业选人用人机制,企业经营者市场配置机制。
It is essential that the four relevant systems be established and perfected to seek and establish an assessing system serving as a precondition for the establishment of the rank of enterprisers: the management system for new enterprisers in state - owned factories, the leadership system suiting the law of market economy, the personnel - selecting system adapting to competitions and the disposing system for the enterprosers market.
