观念障碍是造成“执行难”的重要原因之一。目前 ,造成“执行难”的三个主要的观念障碍是 :法律意识淡薄、“重审轻执”以及对执行工作与发展经济和维护稳定之间关系的错误认识。

One of the main causes leading to the difficulty in executing legal decisions lies in notional obstacles,namely,dull sense of the law,“attaching more importance to trial than to execution” and wrong ideas about the relationship between the execution of decisions and economic development and mainterance of the stable situation.
