社会转型滞后:内蒙古经济发展缓慢的现实原因——内蒙古现代化进程的社会学实证分析与对策研究

Inner Mongolia Is Slow in Getting onto the New Track of Socio Economic Development :An Analysis of Its Actual Causes

改革开放以来 ,我国开始了以社会经济结构、社会运行机制、价值观念等为主要内容的全方位的社会转型。由于各地区社会转型所面临的改革环境不同 ,起点、机会、条件不均等以及发展态势不同 ,导致社会转型不平衡 ,形成一定的转型差距 ,致使地处中西部民族地区的内蒙古处于极其不利的地位 ,直接影响了我区的经济发展和社会进步 ,从而拉大了与东部沿海地区的发展差距。对于我区来讲 ,加快经济发展、缩小发展差距 ,要立足于自身 ,增强自我发展能力 ,正确认识和处理社会转型与经济发展的关系 。

Since the reform and opening to the outside world,the all round social transition has begun in China.It refers to the structure of social economy,social operating mechanisms and social values.Owing to the different environment of reform,conditions,opportunities and development in each area,the social transition is not in balance.This leads to the disadvantageous position of Inner Mongolia Autonomous Region that lies in minority nationality areas of the middle and western part of china.In addition,the economic development and social progress of the autonomous region has been affected directly.Compared to the developed areas of the eastern part of China,there is still a long way to go.To our autonomous region,it is important to strengthen the development of economy,shorten the gap of development and strengthen our own abilities to develop.Meanwhile,we should realize and treat the relationship between social transition and economic development and make full use of the rare opportunity of exploiting the West of China.We should adjust the structure of economy and promote the development of non state run enterprises and those that has high additional profits. Apart form that,the transformation of economic system and functions and powers of government should be fastened.The elements of market and the division of government and enterprises should be promoted.The operating mechanism of socialist market economy and the operating mechanism of administrative mechanism of government should be established.The new thinking and concepts that adapt to the modern market economy should be set up,too.\;
